Moore takes heavily documented aim at high-speel rail projects as tax-funded boondoggles that will certainly fail to hit ridership goals. Poole argues that pie-in-the-sky projects such as high-speed rail divert limited federal funds from much-needed infrastructure improvement and fail to tap into private capital funds that could help expand the nation's transportation network.
