The measure now moves on to the Senate, where it has already cleared a procedural hurdle, and, many believe, it is likely to pass.
The law was first enacted in 2008 in order to retroactively legalize President George W. Bush’s warrantless wiretapping program. It allows the National Security Agency (NSA) to collect Americans’ information when they communicate with targeted foreign nationals overseas.
