Ross McKitrick is a Canadian economist specializing in environmental economics and policy analysis. He is professor of economics at the University of Guelph.
He explains the implications of Ontario Premier Kathleen Wynne's new cap and trade scheme. He compared it to the Milk Marketing Board, through which the government manages the dairy industry through a system of quotas.
"It's just another name for a cartel system."
McKitrick adds that the government is "being very deceptive when it talks about pollution, because we already have extensive regulation against pollution in Ontario" and have for decades.
