2. Cuba's electrical grid collapsed late, local officials said, leaving the entire country in the dark shortly after Hurricane Ian plowed through the western end of the island leaving a path of destruction in its wake.
3. Any intentional disruption to EU energy networks would meet a "robust and united response", its top diplomat said, after several states said two Russian pipelines to Europe had been attacked, causing gas to spew into the Baltic Sea.
4. Moscow was poised to annex a swath of Ukraine, releasing what it called vote tallies showing support in four partially occupied provinces to join Russia, after what Kyiv and the West denounced as illegal sham referendums held at gunpoint.
5. The White House plans to unveil $8 billion in new private sector spending to combat hunger, including hundreds of millions of dollars for meals after lawmakers failed to further extend pandemic-era nutrition supports like universal school meals and increased aid to food banks.
