4:02Now PlayingPolice surveillance cameras recorded two Elkhart, Indiana officers beating a man handcuffed to a chair in a police station.
Before anyone outside the department saw the video, Cory Newland and Joshua Titus were reprimanded by their police chief. The South Bend Tribune requested video of the incident as part of an ongoing investigation with ProPublica. After the request was made, the cops were charged with misdemeanor battery and on ,Friday the two were indicted by a federal grand jury for using excessive force against a suspect.
