The leave of absence comes as Pugh faces a criminal investigation into hundreds of thousands of dollars of sales of her children's' book series, Healthy Holly, to the University of Maryland Medical System and the health care company, Kaiser Permanente.
The Baltimore Sun newspaper broke the story of half a million dollars in book sales in no-bid contracts to the University of Maryland Medical System over a five-year period while Pugh was on the board of directors.
