The 16-2 vote is a blow to the Biden administration's plan to increase the nation's protection against the virus amid the highly contagious delta variant.
Over several hours of discussion, members of the FDA panel of outside experts voiced frustration that Pfizer had provided little data on the safety of extra doses.
The panel says data provided by Israeli researchers about their booster campaign might not be suitable for predicting the U.S. experience.
However, the panel did approve the extra shots for those 65 or older or who run a high risk of severe disease.
