17-year-old Cedric Lofton's foster parents called for help after the teen was hallucinating.
Instead of getting help, Cedric died after being restrained by Sedgwick County officers in September 2021.
Cedric's family believes his death could have been prevented if officers had followed the 2016 Kansas Department of Corrections recommendations. They blame the officers' lack of training in assisting youths having mental health crises.
During the investigation, Cedric's intake form was found to have been altered, indicating he did not require immediate medical attention.
The lawsuit accuses five detention officers of using excessive force, failing to intervene in other officers' use of deadly force, and being deliberately indifferent to Lofton's serious medical needs.
