The Shiloh community is located between Elba and New Brockton along U.S. Highway 84.
Residents say flooding has been constant since 2018, when work began expanding U.S. 84 from two lanes to four. This has led to persistent issues with septic tank overflows and an invasion of water moccasins, rats, and mosquitoes.
Due to the flooding, they are struggling to keep up with rising homeowner's insurance; many homes have gone unrepaired.
Dr. Robert D. Bullard, a Professor and the Director of the Bullard Center for Environmental and Climate Justice at Texas Southern University and
Pastor Timothy Williams the Director of the Shiloh Community Center spoke with Roland Martin about the disturbing conditions in the Shiloh community.
