Dr. Wayne A. I. Frederick joins Roland Martin to address the enrollment crisis involving 502 students. Dr. Frederick says Howard contacted all 502 students and that more than 200 have now been reenrolled, while some students never responded or may have chosen to attend other institutions.

Dr. Frederick says Howard sent financial aid packages and opened its housing portal earlier than ever in an effort to prepare students and families before the school year. He also acknowledges that Howard could have communicated more clearly, particularly around the requirement that students pay 50% of the balance remaining after financial aid. Dr. Frederick says he has publicly apologized and that the university will review its processes to identify students who need additional support earlier.

The financial realities facing Howard and its students are a part of a an ongoing struggle. Dr. Frederick says 43% of Howard students are Pell Grant eligible and that some students come from homeless shelters. He argues that it is unrealistic to expect Howard to absorb more than $15 million in unpaid balances simply because the university has raised money or has a $1.5 billion endowment, explaining that only a limited portion of endowment funds supports the annual operating budget.
