Should you jump ship for a development manager role at a different company?
No. Don't do this. Development managers always get caught in the "Sandwich of Anger" between directors who want to get stuff done and developers who have no interest in seeing you succeed as a manager.
There are some exceptions.
Take the development manager position if you are promoted from within your company. You can also take it if you have a political advantage by knowing one or more of the directors, such as a former co-worker who is now the IT Director at a different company who thinks you would be a good fit. It's also advisable to take the role if you get to build your own team from the ground up such as in a startup.
But never take an engineering or development manager job if you don't already know the people at the new company.
