To recap, the Russia placed a decoy Radar reflector barge next to the automobile span of the Crimea (Kerch Straight) Bridge. This is a mystery because Ukraine does not have weapons that can destroy the bridge and NATO wouldn't use radar guided missiles that would be spoofed by the decoy.
It is possible that this is simply the consequences of Military Officers performing wasteful actions to cover themselves since military failure in an authoritarian state can be catastrophic.
The Bomb in My Garden by Mahdi Obeidi was a story about Saddam Hussain's Chief Nuclear Scientist and his efforts to explain Iraq's nuclear program to the UN. He was always frustrated in his interviews because the UN never believed that the high grade aluminum was purchased for conventional rockets, not uranium centrifuges. Scientists in the west could simply never understand that a rocket failure do to low-grade aluminum could condemn the scientist to death, so they always ordered the best possible aluminum.
