Theoretically, tactical nuclear weapons could stop a Ukrainian counteroffensive, but the problem is that since the front is moving so fast right now, the delivery system would have to be by aircraft so a commander could make an on-the-spot deployment decision.
But the airspace is so contested that doing this creates the risk of the delivery aircraft being shot down. No officer wants to be the pilot who was shot down and captured while carrying a nuclear weapon.
