First, I have to say that the real war crime is that Russia is in Ukraine in the first place. That being said, I don't think that is video is a war crime in itself. I believe that these soldiers were displaying a reluctance to surrender. If this was the case, the solder who shot displayed more restraint than I would have in a similar situation. Neither soldier looked like they were hors de combat.
There are also people saying that the Russians were wearing Ukrainian uniforms. I don't see evidence of this.
