The story of NORAD tracking Santa is really the story of how NORAD performs an intercept. NORAD constantly monitors for heat plumes from incoming missiles with the SBIRS or Space Based Infrared System.
When a launch is detected, NORAD can vector fighters to investigate the cause of the alarm. Interceptors are manned 24 hours an day, 365 days a year and pilots are normally no more than 5 minutes from their planes.
