The National Emergency Management Organisation [NEMO] is mandated to ensure approved mass crowd events meet regulatory stipulations and are also adequately staffed with volunteers trained in mass crowd management. Saint Lucia's marquee festivals such as the Jazz & Arts Festival takes place in May and the Carnival season with related activities run from June to July. On April 20, 2023, the NEMO convened a timely mass crowd management training exercise for volunteers attached to the island's seventeen [17] District Disaster Committees.
