"One way to look at it is the selectiveness of recruitment between the services. They are not equal in who they recruit.
US military recruits are classed in to three eligibility tiers: Tier 1, 2, and 3. It is currently nearly impossible to get in if you fall into Tier 3. Tier 1 requires High School diploma and fifteen credit hours of college. Tier 2 requires a GED, or equivalent, and fifteen credit hours of college, or prior military experience. Tier 3 requires that there is a horrendous war and they need lots of disposable soldiers (not really, but that’s essential when it is used). In addition to the basic requirements the recruit must score above a minimum score on the Armed Services Vocational Aptitude Battery. Those who make the minimum score will qualify for the grunt jobs; higher scores make you eligible for more skilled work. If there is not a current need for unskilled duties, even if the recruit qualifies he may not be enlisted."*
Air Force is pickiest
Air Force: Over 99% of recruits must be in Tier 1, they allow less than 1% out of Tier 2
Coast Guard: The seek Tier 1, but have no percent quota; only accept Tier 2 candidates who have prior military service.
Marines: Allow only 5% out of Tier 2
Army & Navy: Allow 10% out of Tier 2
So judging by the average education and ASVAB scores, the Air Force would come out on top. But that’s only because the Army and Navy in particular have a greater need for numbers of low skill movement of materiel, ground transport, logistics, and security. Those in the upper level skills are very equal across the services.
