---A police officer has been placed on leave after a video posted on social media appears to show a handcuffed suspect being kicked in head as he lays on the ground.
The suspect, Anthony Foster Jr., 18, was arrested Tuesday after he led police on a high-speed chase through residential neighborhoods that reached 90 mph, according to 10tv.com.
Officers had tried to pull Foster over because he had no registration but say Foster refused to stop. Police say Foster intentionally braked in an attempt to have patrol cars rear-end his vehicle. Foster also drove through yards and hit a patrol car while trying to get onto the street, police tell 10tv.com.---
