He points out that the department has a budget of over $800 billion, but that many of its employees are living below the poverty line. Hicks acknowledges that this is a problem, and says that the department is working to address it.
Stewart concludes by saying that he believes the Defense Department's inability to audit itself is "corruption." He says that the department is not being held accountable for its spending, and that this is a problem that needs to be addressed.
