Voinovich made an appearance to read his statement and plead for more time to review the bill. "This is not something on my part that I'm trying to con you out of," said Voinovich. "Give us some time." EPW Chairman Barbara Boxer would not back down. "We've held 50 hearings, we've had 54 witnesses, nine panels...we have a full blown economic analysis backed up by 340,000 pages."
