Norquist is the president of the conservative group Americans for Tax Reform. He thinks vaping could help remake the Republican Party into the party of young people.
His pitch is pretty simple — vapers love to vape, and Democrats are on the side of stricter regulations on vaping and higher taxes on vaping products. Norquist says that when Republicans promise to make vaping easier to do and cheaper, they can win vapers who would normally vote for Democrats.
VICE News took Norquist to a DC vape shop to test his theory.
