But whistleblowers at Boeing and the Federal Aviation Administration as well as the families of those killed aboard the two fatal flights argue that the Max is still unfit to fly.
Much of the blame has been put on MCAS, a piece of software that malfunctioned, causing the planes to stall and crash. But lobbying, technology and a revolving door between company and regulator may be creating an endemic problem greater than a single software malfunction.
