Mr Afzal is the uncle of Hazrat Umar who was fatally stabbed in Birmingham.
The 18-year-old was one of three victims who were murdered in the West Midlands within a fortnight, sparking a "national emergency" in the UK.
At least 35 people are suspected to have been deliberately stabbed to death in 2019.
