One 16-year-old girl, 'Layla', tells social services she wants to be taken into care because of her mother's drug use rediscovered in lockdown with her new partner.
She told Sky News: "I tried so hard to get her through it and make sure she [her mother] was okay. My worry was that if I left her she would go to drugs harder. And in the end, I just thought 'I can't do it no more'."
Sky's People and Politics Correspondent Nick Martin has been looking at how one county council is trying to cope with the problem.
