Speaking to Sky News, Andy Burnham said at the start of the whole tier process, he told the government: "Let's get this right together so that we can reset things."
Earlier, Transport Secretary Grant Shapps insinuated it was local leaders like Mr Burnham that prompted the government to strengthen tiers this time around and refuse to negotiate with regions over what tier they'll be in.
