While the government agreed movement on the Withdrawal Agreement with new border arrangements confirmed on Tuesday for Belfast.
It means some of the controversial clauses in the internal market bill clauses will be withdrawn, and the new documents will apply regardless of whether the two sides agree a separate future deal in 23 days.
The government already had pledged £350m for businesses trading between Northern Ireland and Great Britain.
