It's been described as a de facto amnesty for former British soldiers and former paramilitaries, the new statute of limitations will apply to incidents prior to the 1998 Good Friday Agreement.
Julie Hambleton, whose sister Maxine was killed in the 1974 Birmingham pub bombings, spoke on behalf of the families of the 21 victims - saying they were 'incandescent with rage' at the decision.
Speaking in Parliament, the Northern Ireland Secretary Brandon Lewis said it was 'the only way to move forward and get answers.'
