But critics dismissed the Prime Minister's "rambling speech" - which covered a number of policy areas although few new announcements - as him "making it up as he goes along".
And Mr Johnson's former chief adviser, Dominic Cummings, described the PM's "levelling up" agenda as a "vapid" slogan that "objectively does not work and shows the opposite of 'strategy'".
