Appearing crestfallen in his first public speech since the terror attack, Mr Biden also turned his attention to the perpetrators of the attack, telling them: "We will not forgive, we will not forget. We will hunt you down and make you pay."
He confirmed he is looking at additional plans to strike ISIS-K assets and facilities in retaliation.
