The Prime Minister is expected to announce later that National Insurance contributions will rise by more than 1% to pay for the "catastrophic costs" of social care and the drive to reduce NHS waiting lists.
The backlogs have soared due to the COVID-19 pandemic with around five million people currently waiting for treatment.
