At the time, people were banned from meet more than one person outside in line with coronavirus restrictions.
Special adviser at the time, Dominic Cummings, says that he had advised that the event 'seemed to be against the rules', but that he and another special adviser were ignored.
The Prime Minister refused to confirm or deny any attendance at an event on that day when asked.
