Diplomatic talks have begun between America and Russia in Geneva in response to the 100,000 Russian troops that have been deployed on Ukraine's border.
In an interview with Dermot Murnaghan, Mr Kelin said NATO was responsible for 'aggressive' and 'offensive' actions in Eastern Europe and that is what the troops are preparing to defend.
