The former Prime Minister pointed out in the webinar with Chatham House that there is a "serious gap in international law, since Russia is not a party to the statue of international criminal court."
He called on the international community to create the tribunal to address "Russia's responsibility for crimes against peace, starting and continuing in the war with no ceasefire and without safe passage on humanitarian grounds."
