And ahead of a visit to Saudi Arabia for energy talks, Mr Johnson likened President Putin to a drug dealer who has been feeding the West's addiction to hydrocarbons.
He spoke to Sky News' Sam Coates, who suggested it was a good time to be an oppressive regime.
