Smoking is to be effectively banned in England if new plans are adopted by the government.

An independent report has put forward recommendations to enable the UK to become smoke free by 2030 - defined by less than 5% of the population smoking.

It includes raising the age to buy tobacco from 18 by one year every year. The report's author says the recommendations could save lives - and have an impact on poverty.
