The Environment Secretary said last year's meeting in Glasgow was the main five year summit.
She cited President Biden and President Macron as also not attending this year's climate event and said it would be up to King Charles whether he decides to go.
She also confirmed that an election would now go ahead in Northern Ireland, after the deadline passed to restore a devolved government in Stormont.
