The government will provide £240m to update telephone systems and train GP receptionists as "clinical navigators" to assess and refer patients to the appropriate services.
However, the plan might worsen the current workforce crisis in primary care unless resolved urgently.
Seven out of ten GPs find their jobs extremely stressful, with over a third considering quitting in the next five years.
