Natasha Broadley was on holiday with her four children near Skegness when the fire broke out, killing her two-year daughter Louisiana.
Ms Broadley has been campaigning for tougher regulations on caravan gas safety checks and fighting for someone to be brought to justice over her death.
She has been speaking to Sky's Sarah-Jane Mee.
A spokesperson from the Health and Safety executive has told Sky News:
Where caravans are rented out on a short-term or holiday basis, the owner of the caravan is likely to meet the definition of a landlord under The Gas Safety Installation and Use Regulations.
The landlord is required to: maintain in a safe condition any relevant gas fittings and flues , ensure each relevant appliance and flue is checked for safety annually.
While the death of Louisiana is tragic, the legislation requiring gas safety checks in rental caravans is in place.
