He added: "We can't have that, that's what they have in totalitarian regimes and we can't tolerate that."
It comes after the trade unions announced they will be reporting the government to the UN workers' rights watchdog over its new strikes law.
The legislation - that received royal assent in July - means that a minimum level of service must be provided in sectors such as rail, ambulance, and fire and rescue in the event of a strike.
