7:36Now PlayingFormer director-general of HM Prison Service, Phil Wheatley, joins Sky News to discuss the problems Wandsworth prison was operating with at the time of Daniel Khalife's escape.
He said, "by reducing the numbers in the prison, it will make it easier to manage and easier to match the number of staff to the number of prisoners."
The government has launched a number of reviews into Khalife's escape, including one looking at the "placement and categorisation" of all inmates in Wandsworth and another investigating all people behind bars currently charged with terror offences.
