It comes as senior doctors walk out on strike today in a dispute over pay and conditions, and the government has since announced it is considering expanding its legislation requiring a minimum level of service in key public sectors to the NHS.
On the latest walkout, the health secretary said the government has accepted what the independent pay review body recommended, and also made "very significant changes to pension taxation", which consultants wanted.
