Called sentences of imprisonment for public protection, IPPs were open-ended prison sentences intended for the most serious offenders who posed a significant risk of serious harm to the public - but whose crimes did not warrant a life term.
But thousands of those prisoners now remain incarcerated on open-ended prison sentences under the now-defunct scheme.
Sky News spoke to those families fighting to get their loved ones released.
