The news leaked out just minutes before the chancellor Jeremy Hunt was due to speak at the Conservative Party conference, eclipsing the details in his speech.
The chancellor and the prime minister have repeatedly refused to comment on the future of the high-speed rail line - but ministers have spoken often of the ballooning costs and said it was "under review".
