3:14Now PlayingBoris Johnson's former communications director Lee Cain tells the COVID inquiry that "I think what will probably be clear [from] COVID is that it was the wrong crisis for this prime minister's skillset."
"He can be quite a challenging character to work with just because he will oscillate, he will take a decision from the last person in the room." said Mr Cain.
The former No 10 communications boss said that Mr Johnson would "delay decisions" and ask for advice from multiple sources.
COVID required "quick decisions" he said, and "you need people to hold the course and have that strength of mind to do that over a sustained period of time".
