1:47Now PlayingFormer cabinet minister Sajid Javid has claimed Boris Johnson was not in charge of government decisions at the height of the pandemic during his evidence session at the COVID inquiry.
He wrote in his statement to the inquiry that Mr Johnson had prized "loyalty over experience" in appointing his cabinet in order to "place Dominic Cummings and the prime minister as decision-makers".
He said Mr Cummings "sought to act as prime minister in all but name and tried to make all of the key decisions in Number 10, not the prime minister".
