13:13Now PlayingLabour's shadow health secretary Wes Streeting has said he would "not be able to deliver" a 35% pay rise for NHS staff.
He told Sophy Ridge: "I've been honest with the junior doctors that a 35% pay increase is not something that - given the state that the Conservatives have left the public finances in - I would be able to deliver."
He says there is "give and take" in any negotiation and adds: "I think they would understand the constraints we're operating under."
If he were in government, he says he would "look at pay in the round".
