Ms Atkins said strikes over Christmas will cause patients to stay in hospital for longer, causing "an enormous costs for individuals involved, and their families."
Meanwhile, the minister would not be drawn on whether the subject of assisted dying should return to parliament following comments by campaigner Dame Esther Rantzen who revealed she is considering ending her own life if treatment for her lung cancer does not improve her condition.
