Environment Secretary Steve Barclay announced payouts would be blocked to those who oversee the polluting of rivers, lakes and seas - starting in the financial year beginning in April 2024.
It was revealed that bosses received more than £26m in bonuses, benefits, and incentives over the last four years - although some declined bonus payments last year in response to public anger.
