The report also said the debate around the issue has become so "toxic" that professionals are afraid to express their views.
The Cass review, carried out by paediatrician Dr Hilary Cass, calls for gender services for young people to match the standards of other NHS care, saying youngsters have been "let down" by the treatment on offer.
