Armed forces minister Luke Pollard told Sky News the government would need to hold a review before allocating funds, and that would take a year.
He agreed with Sky's Kay Burley that the money to improve UK defence capabilities is needed now - but explained that the defence review was needed to decide where that new money should be best spent.
